Susan Dowse, M.Sc.
Founder and Director
Susan Dowse has 19 years' experience working on human environment and social performance issues related to energy, infrastructure and development. Susan has lead socio-economic impact assessments, developed and implemented strategic stakeholder engagement programs, conducted Aboriginal consultation and negotiations, participated in capacity development programs, conducted policy analysis, and completed international gender assessments for a wide range of projects. She has also done community-based project reviews.

Susan has project experience in oil and gas (conventional and unconventional), pipelines, power generation and transmission, mining, transportation and water. She has worked in Canada, England, China, Thailand, Ethiopia, Nigeria, Peru, Ecuador, Bosnia-Herzegovina, and the Falkland Islands.
Susan previously held positions as director, government and regulatory affairs and manager, community and Aboriginal affairs at a major power/energy company, as well as human environment specialist at a large environmental and engineering consulting firm. Susan has a Master of Science (Regional and Urban Planning Studies) from the London School of Economics and a Bachelor of Arts (Political Science; Anthropology) from the University of British Columbia.
Susan is an associate member of Plexus Energy - an independent global network of leading industry and academic experts providing strategic consulting support on social and environmental management.

Caroline Burgess, M.A., RPP, MCIP
Senior Associate
The founder and managing director of Burgess Environmental Planning, Caroline is an environmental planner with 21 years experience in public and Aboriginal consultation, environmental assessment and regional planning. She has particular experience in managing the socio-cultural and consultation components for resource development and infrastructure projects, and works with Aboriginal communities and organizations to foster positive relationships between Aboriginal people, governments and industry. Caroline previously worked at a large, multi-national consulting firm, where she built and led a group of human environment professionals in Alberta and Ontario. She is a Registered Professional Planner in Ontario, a full member of the Canadian Institute of Planners and Treasurer and President-Elect for the Ontario Association for Impact Assessment. She is currently a part-time professor at the University of Ottawa, teaching a human geography course about perspectives on rail and pipeline transportation of oil to tidewater. Caroline has a Master of Arts and an Honours Bachelor of Arts, both in Human Geography, from the University of Alberta and the University of Saskatchewan respectively.

Katherine Card, M.N.R.M

Katherine Card is an experienced socio-economic practitioner who has worked in various sectors including pipelines, oil and gas and flood management. She has participated in socio-economic impact assessments, public consultation programs, technical research and report writing. Katherine holds a Master of Natural Resources Management from the University of Manitoba and a Bachelor of Arts in Geography and Environmental Studies from McMaster University. She has work experience in Canada, Costa Rica, Australia and the Caribbean.
